City News Round Up for Friday, July 9

Please check our agenda center for info on upcoming Committees, Boards, and Commissions meetings. The City Council's next meeting is Monday, July 19 at 4:00 PM and 5:30 PM (two meetings in one night). This meeting will be held remote via Zoom. The Council will meet in-person in August with remote participation available for the public. 


Revaluation Notices Are Now Available

The revaluation notices have been mailed out as part of the City’s Revaluation Project. Property owners should have received them this week. You can also view your notice online, and schedule an appointment for an appeal. 


Once all appeals are heard and decided, new property values will be used for the Fiscal Year 2022 tax bills, expected to be mailed in early September. As the overall taxable value of the city has increased approximately 77% due to the revaluation, the tax rate will drop. At the time of our mailing, the estimated FY22 tax rate is $13.49, a decrease of $9.82. However, thanks to additional state revenue sharing and additional school funding, we expect the mil rate to drop even further. 


To schedule an informal appeal, property owners can click here or call 1-877-895-9675, from 8:30am to 4:30 pm Monday through Friday, starting Tuesday, July 6, 2021. All appeal appointments must be scheduled by July 21, 2021. The appeals will be conducted from July 12, 2021 through August 6, 2021.

Office of Economic Opportunity Needs Your Feedback

The Office of Economic Opportunity is seeking feedback so they can learn more in order to support inclusion efforts for those who live and work in Portland. While they welcome the input of everyone, their focus is in learning more about the lived experiences of Portland’s racial, ethnic and linguistic minorities. Plastic Bag Ban in Effect in Maine

As of July 1, single use plastic bags and polystyrene foam containers are banned in Maine. Don’t forget to bring your reusable bags to stores. Please note:  the purple PAYT trash bags are exempt and are still the way you need to dispose of your trash for weekly curbside collection.


Parks & Recreation Updates

The Deering Oaks Ravine has been repaired and repainted and is now open seven days a week from roughly 10 AM - 7:30 PM. The Brown Tail Moth Treatment that occured in May in Deering Oaks was successful in reducing the amount of the insects in the Park. We are advising that Deering Oaks visitors can resume normal park activities but be mindful that the caterpillar hairs may still be present in the grass.


Before and After the Bell Registration for the 2021-2022 school year will start on Monday, July 12th 2021. 


The 6th Annual Fill-A-Backpack Challenge

It is that time of year again! This year, the Police Department & Regional Communications Center will hold the 6th Annual Fill-A-Backpack Challenge. In the first five years, the Fill-A-Backpack Challenge has gathered a little more than 1,200 backpacks for students in the Portland community. Also, we have collected extra supplies to provide teachers in the classroom. Collection will be held June 28th - August 12 with the drop off location being in the Police Headquarters lobby at 109 Middle St. If you have any questions, please email


Sundays on the Boulevard Route Change

There is a route change for Sundays on the Boulevard. The change is due to the construction work closure on Baxter Boulevard from Payson Park to Vannah Ave (previous traffic advisory.) From June 27 through October 10, the only section of Baxter Boulevard that will be car-free on Sundays is between Payson Park and Bates Street. 


Seeking Donations for the Portland Opportunity Crew

We are once again partnering with our Health and Human Service Department to bring back the Portland Opportunity Crew program, which aims to connect individuals in need with temporary employment opportunities in Portland's parks and open spaces. Summer is Here! Cool Off at One of These Spaces

  • All splash pads are open daily 10 AM - 7 PM (Kiwanis Pool, Payson Playground, Peppermint Playground, Stone St Playground).
  • Kiwanis Pool is open daily for lap swimming and open community swims. 
  • Crews are currently repairing and painting Deering Oaks Ravine Wading Pool and it will be open the week after July 4th.

Baxter Boulevard

Baxter Boulevard is closed from Payson Park to Vannah Avenue. This first phase of closure is scheduled to last for three months. The closure is necessary for the City to complete work on the Back Cove West Storage Conduit project, one of the City’s latest sewer separation projects to prevent combined sewer overflows from going into Back Cove. Back Cove Trail is open during construction. Ocean Ave is one way until the end of August.

I-295 Repaving Work

Upcoming ramp closures for I-295 Southbound are as follows. All closures will be 9:00 PM to 6:00 AM. Both ramps will never be closed at the same time.
